The County of San Diego is seeking a highly motivated and experienced human resources professional for
Human Resources Manager
Interviews will be held the week of November 16, 2026. A job offer will be made to the selected candidate the week of December 7, 2026.
The starting salary for this position will be based on the candidate’s qualifications at time of appointment.
Future Salary Increases
June 2027 – 4.49% increase to base pay (3% Across-the-Board + 1.49% Market Adjustment)
This position may have a mix of teleworking and in-office work available after an initial training period.
Human Resources Managers work in collaboration with department staff and the Department of Human Resources to assist in planning, organizing and directing human resources activities for a department or Group office, which includes talent acquisition and onboarding, compensation, payroll, diversity and inclusion, human resources data and reporting and personnel policies/procedures.
The current opening is with the Health and Human Services Agency; however, the list established from this recruitment may be used to fill vacancies in other departments as they occur.
Ideal Candidate
- Expansive knowledge of managing all human resources functions, preferably in a public sector environment
- Strategic planner who anticipates future consequences and trends accurately while applying knowledge appropriately
- Possess organizational and political awareness of sensitive projects, programs and services
- Demonstrates a successful management philosophy that is strongly customer-service oriented
- Knowledge of County personnel and payroll terminology, practices and procedures
- Ability to assist departments in the dispute resolution process such as grievances, appeals, complaints, and other employee relations matters by monitoring timelines of such disputes, guiding staff throughout the process, and reviewing and approving recommendations
- Ability to interpret Memoranda of Agreement
- Understanding of and exposure to Labor/Employee Relations
- Ability to monitor and coordinate multi-departmental human resources projects and high priority planning to ensure all risks are identified and correlating controls exist
- Approach problem solving from a global perspective
- Excellent verbal and written communication skills
- Ability to develop goals, objectives, plans, and programs to maximize the use of fiscal and human resources across departments
- Successfully demonstrate the ability to communicate with individuals of all background and professional levels
- Have experience working with Diversity and Inclusion initiatives

Hiring Process and Timeline
The timeline for this recruitment is outlined below.
- Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications
- A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency preferably in public administration, business administration, human resources management, industrial/organizational psychology, or a closely related field, AND, five (5) years of professional human resources experience performing general human resources or training activities, two (2) years of this experience must have been at the full supervisory level; OR,
- Nine (9) years of professional human resources experience performing general human resources or training activities, two (2) years of this experience must have been at the full supervisory level.
Notes: The possession of a master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in the fields stated above may substitute for up to one (1) year of the experience requirement stated above.

Evaluation
The names of qualified applicants will be placed on a six (6) month employment list based upon scores received during the evaluation of information contained in their employment application and supplemental questionnaire.
