Classification: ANALYST II

Within Caltrans' Division of Equipment (DOE) and under the direction of the Branch Chief, HR Management, a Supervisor I, the Analyst II independently provides a variety of analytical and complex staff work relating to Position Control within DOE. Under direction, incumbents perform the more responsible, varied, and complex technical analytical staff services assignments in the areas of program evaluation and planning; policy analysis and formulation; systems development; budgeting; planning, management, and personnel analysis; and continually provide consultative services to management or others. This position is a full journey level analyst class. Incumbents will need to exercise a high degree of initiative, reasoning, and independent judgment. This position is responsible for interpreting and adapting guidelines to make recommendations based on departmental policies, government rules and regulations, as well as position control and tracking, personnel service dollars and operating expense tracking, and Resource Management review and approval for backfill requests. Incumbents are to be subject-matter generalists who have demonstrated possession of intellectual abilities, the management tools, and the person qualifications to succeed in a variety of general staff services settings. The incumbent is also responsible for personnel management reports and acting as Back-Up for the other Analysts in the HR Management Branch.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
