This position is located at the DMV Headquarters in Sacramento.
The Department of Motor Vehicles seeks a motivated and forward thinking leader to serve as the Assistant Division Chief/Program Manager for Vehicle Registration Policy Development. This position supports statewide policy direction for vehicle and vessel registration programs, including IRP, PFR, MCP, UCR, and Special Plates.
The incumbent will guide policy development, legislative analysis, and implementation through subordinate managers, ensuring consistent statewide application of policies and procedures. The role includes reviewing major program documents, providing clear communication to stakeholders, and representing the division with industry partners, law enforcement, government entities, and external jurisdictions.
A key responsibility includes supporting DMV’s modernization initiatives. This involves contributing to digital and electronic advancements such as e titling, automation and VR system improvements, online and IT enabled solutions, and implementing innovative approaches to streamline operations and enhance public service delivery.
The ADC/PM will lead staff development, encourage problem solving, strengthen competencies, and foster effective collaboration across teams. The position also represents executive leadership at meetings and provides critical input on emerging policies, modernization impacts, and new program development.

Working Conditions
Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.
