Under the direction of the Senior Coordinator, Tactical Communications Unit (TCU), the incumbent supports statewide tactical communications planning, operations, and evaluation during routine and emergency conditions. The position manages assigned tactical communications projects, ensures Cal OES communication systems are operational, and performs emergency response activities as directed. The TCU coordinates statewide interoperability efforts, supports emergency communications response and recovery, develops required regulatory and planning guidance, and provides technical assistance to Cal OES branches, regions, and partner agencies.

Definition

Under direction, as a staff assistant or field representative, to implement and coordinate the State's emergency and public safety mutual aid communications programs; to consult with, advise, and train members of local jurisdictions and organizations in emergency communications and warning activities during a natural or war-caused disaster; and to do other related work.

Typical Tasks

Stimulates interest in, consults with, and assists State and local government agencies and organizations in the establishment, maintenance, and coordination of the State's emergency and public safety mutual aid communications program; assists in the preparation of emergency communications training programs and materials; may repair communications equipment in disaster or emergency situations; maintains liaison with other governmental agencies, and amateur, professional, and commercial communications organizations; assists local jurisdictions in complying with regulations in order to procure Federal and State communications equipment; recruits and trains volunteers for emergency communications operations in State emergency communications centers; attends meetings, participates in conferences, and addresses groups on emergency communications activities; and prepares reports and dictates correspondence.

Minimum Qualifications

Either I

One year of experience in the California state service performing the duties of an Emergency Notification Controller, Office of Emergency Services.

Or II

Two years of responsible experience in the field of Public Safety communications. (College education with specialization in physics, mathematics, electrical engineering, or related subjects may be substituted for one year of the required general experience on the basis of one year of education being equivalent to six months of experience.)

Knowledge and Abilities

Knowledge of: Operating principles of teletype, radio, and telephone communications systems including the uses and limitations of such systems; fundamentals and terminology used in electrical communications systems; laws, rules, and regulations of the Federal Communications Commission; use of basic radio testing and measuring equipment; objectives, organization, and operation of Federal, State, and local civil defense and disaster activities; purposes, organization, activities, and basic legislation of the Office of Emergency Services.

Ability to: Communicate effectively in English at the level required for successful job performance; develop and maintain cooperative relations with various agencies in the emergency communications program; analyze situations accurately and take effective action; interpret and apply the laws, rules, and regulations of the Federal Communications Commission.

Tact and willingness to travel.

Additional Desirable Qualification

Equivalent to completion of the twelfth grade.
