A Housing Inspector inspects residential rental property locations for conformance to the building standards and codes contained in the State Housing Law and Regulations and City of Los Angeles Building Regulations, such as the Los Angeles Municipal Code, relating to the habitability, maintenance, sanitation, ventilation, use, and occupancy of said properties; and investigates code violation complaints and follows through with the code enforcement process by way of prosecution or administrative abatement.

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period’s selection process.
SELECTION PROCESS

Multiple-Choice Test - 100%
The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Reading Comprehension; Judgment and Decision Making; Attention to Detail; Composure; Customer Service; Written Communication; Safety Focus, including knowledge of safety principles and practices related to working in the field, such as required personal protective equipment (PPE), traffic rules, and accident prevention procedures; Job Knowledge, including knowledge of: the City of Los Angeles Municipal Code as it applies to existing buildings, such as the Housing Code and portions of the Electrical, Plumbing, and Mechanical Codes; the elements of the Fire Code relevant to multi-family dwellings, and fire and life safety issues related to existing residential occupancies; the California Health and Safety Code related to existing residential occupancies; the proper inspection procedures for residential rental housing units and surrounding property; and other necessary knowledge, skills, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.
It is anticipated that the on-line multiple-choice test will be administered between TUESDAY, JUNE 16, 2026 and MONDAY, JUNE 22, 2026.

This examination is based on a validation study, and as provided by the Civil Service Commission Rule 4.20, the multiple choice will not be subject to candidate inspection.

In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
Seniority credit at the rate of 0.25 of a point for each year of continuous City service will be added to the weighted test score of each promotional candidate.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such competitive candidates ahead of the promotional candidates.
A final average score of 70% or higher is required to be placed on the eligible list
Your name may be removed from the open competitive list after 6 months.
Your rank on the employment list may change as candidates from other administrations of the examination are merged onto one list.
You may take the Housing Inspector multiple-choice test only once every 24 months under this bulletin. If you have taken the Housing Inspector multiple-choice test during an open filing period in the Personnel Department within the last 24 months under this bulletin, you may not file for this examination at this time.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list

If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage, as well as life insurance) will commence approximately six weeks after your original appointment. The history of Los Angeles began in 1781 when 44 settlers from central New Spain (modern Mexico) established a permanent settlement in what is now Downtown Los Angeles, as instructed by Spanish Governor of Las Californias, Felipe de Neve, and authorized by Viceroy Antonio María de Bucareli. After sovereignty changed from Mexico to the United States in 1849, great changes came from the completion of the Santa Fe railroad line from Chicago to Los Angeles in 1885. "Overlanders" flooded in, mostly white Protestants from the Lower Midwest and South.
Los Angeles had a strong economic base in farming, oil, tourism, real estate and movies. It grew rapidly with many suburban areas inside and outside the city limits. Its motion picture industry made the city world-famous, and World War II brought new industry, especially high-tech aircraft construction. Politically the city was moderately conservative, with a weak labor union sector.
Since the 1960s, growth has slowed—and traffic delays have become infamous. Los Angeles was a pioneer in freeway development as the public transit system deteriorated. New arrivals, especially from Mexico and Asia, have transformed the demographic base since the 1960s. Old industries have declined, including farming, oil, military and aircraft, but tourism, entertainment and high-tech remain strong. Over time, droughts and wildfires have increased in frequency and become less seasonal and more year-round, further straining the city's water security.
L.A.’s economy is larger than that of Switzerland. The municipal budget was almost halved for 2021, but in 2020, the City of Los Angeles was the fifth-largest public employer locally, paying out $7.4 billion in salaries to 34,172 full-time employees.
