A Cyber Security Analyst plans, coordinates, and guides cybersecurity activities in prevention, governance, risk, and compliance (GRC) as well as audit, monitor, privacy and business continuity activities in the context of cybersecurity; identifies risks for business and technology projects related to Information Technology (IT) and Operations Technology (OT) hardware or software implementations and upgrades; may act as a head worker. An employee in this class will be required to follow all safety policies, standards, guidelines, procedures and processes.

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Self Management; Stress Tolerance; Teamwork; Shares Knowledge and Information; Process Improvement; Job Knowledge, including knowledge of: local, state, and federal cybersecurity laws, regulatory mandates, and Governance, Risk, and Compliance (GRC) frameworks; Information Technology (IT) and Operational Technology (OT) implementations, upgrades, and related projects; threat intelligence methodologies, advanced research techniques, and strategic threat context; vulnerability assessment methodologies, digital forensic assessments, and technical evaluation techniques; endpoint, network, and application log analysis; technical countermeasures and defense-in-depth concepts; and access control methodologies, identity governance matrices, and Data Loss Prevention (DLP) frameworks; and other necessary knowledge, skills, and abilities.

A final average score of 70% or higher is required in order to be placed on the eligible list.
In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
Seniority credit at the rate of 0.25 of a point for each year of continuous classified City service will be added to the weighted test score of each candidate.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, 4.23 as applicable and within the required timeframe; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
If in accordance with the Rule of Three Whole Scores, all candidates are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates’ City employment applications by Personnel Department staff to ensure that the minimum qualifications have been met.

The history of Los Angeles began in 1781 when 44 settlers from central New Spain (modern Mexico) established a permanent settlement in what is now Downtown Los Angeles, as instructed by Spanish Governor of Las Californias, Felipe de Neve, and authorized by Viceroy Antonio María de Bucareli. After sovereignty changed from Mexico to the United States in 1849, great changes came from the completion of the Santa Fe railroad line from Chicago to Los Angeles in 1885. "Overlanders" flooded in, mostly white Protestants from the Lower Midwest and South.
Los Angeles had a strong economic base in farming, oil, tourism, real estate and movies. It grew rapidly with many suburban areas inside and outside the city limits. Its motion picture industry made the city world-famous, and World War II brought new industry, especially high-tech aircraft construction. Politically the city was moderately conservative, with a weak labor union sector.
Since the 1960s, growth has slowed—and traffic delays have become infamous. Los Angeles was a pioneer in freeway development as the public transit system deteriorated. New arrivals, especially from Mexico and Asia, have transformed the demographic base since the 1960s. Old industries have declined, including farming, oil, military and aircraft, but tourism, entertainment and high-tech remain strong. Over time, droughts and wildfires have increased in frequency and become less seasonal and more year-round, further straining the city's water security.
L.A.’s economy is larger than that of Switzerland. The municipal budget was almost halved for 2021, but in 2020, the City of Los Angeles was the fifth-largest public employer locally, paying out $7.4 billion in salaries to 34,172 full-time employees.
