This SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC) is located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6) and is part of the CA JFHQ J6.
Duties
- THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION NOT EXCEED TO 1 YEAR Selectee may be non-competitively promoted permanently if/when funding becomes available or position becomes unencumbered. Selectee may be non-competitively extended up to 5 years if/when funding becomes available or position becomes unencumbered. The primary purpose of the SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-13, is to serve as the Network Enclave Information Systems Security Manager (ISSM) responsible for managing a total infrastructure protection environment; system security certification and accreditation requirements and processes; as well as Federal information systems protocols. Provides supervision in the daily operations for security activities for the enclave. Coordinates the work of team members to ensure that short-term and long-term goals and objectives are met. Reviews and recommends approval of, candidates for promotions and recognition. Reviews and approves: work plans to be accomplished by subordinates; priorities and schedules for completion of work; sets broad objectives; monitors subordinate employees' performance in providing IT services; reviews accomplishments; and takes appropriate action of correction when deficiencies are noted. Gives advice, counsels, or instructs individual employees, on both work and administrative matters. Develops and evaluates performance standards; recommends and approves awards; hears and resolves group employee grievances or serious employee complaints. Serves as the principle advisor to the CIO and the respective staff on the latest industry and technological projections as they pertain to Cyber Security/Information Security for the network enclave infrastructure. Develops policies for organization deployed throughout the headquarters. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Collaborates with other supervisors and managers within the directorate to negotiate, decide on, or coordinate work-related changes affecting their operations. Advises their supervisor with broader and higher responsibilities on problems involving the relationship of the work of the cybersecurity teams to broader programs, and its impact on IT Services. Serves as a technical advisor to management. Participates as a member and advisor on special committees and special projects designed to study methods to enhance the use of IT throughout the Command. Participates in developing strategic plans for enhancement of the system environment, developing functional and technical requirements for acquisitions, conducting cost-benefit analyses, feasibility studies, and related activities. Develops strategies to incorporate into the organization's inventory such technologies and advancements found to be compatible with user requirements, taking into consideration any affect these technologies and techniques will have on existing architecture and infrastructure. Participates in plans for acquisition and implementation of new equipment, including development of contract documentation. May serve as the contractor's liaison/consultant, providing technical advice and support throughout the acquisition, installation, and maintenance stages. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.

Qualifications
- SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government
- This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated
- Specialized experience may have been demonstrated by performing duties such as: Providing executive leadership, guidance, and direction relating to information technology
- Experience in managing the function of the work to be performed
- Experience which includes leading, directing and assigning work of personnel
