Vacancy Announcement Details 
The California Military Department is accepting applications for the State Active-Duty position indicated above. An appointment to this position provides full benefit status for the appointee and their beneficiaries. The incumbent will be appointed on annually renewable State Active-Duty orders through year six, at which time the incumbent may be eligible for career status IAW CMD Reg 600-1, dated 15 November 2024. Continuation and subsequent extensions of service will be determined by the individual’s performance of duty and continuation of funding. The Service Member selected for this position will be paid at their federal or California State Guard pay grade, not to exceed O-4. This announcement has minimum requirements. Eligibility Requirements  
• Active members of the California Military Department (Army, Air, CSG) in the grades O-3 through O-5 may apply. Applicants must have a militia affiliation per Para 5-2 of CMD Reg. 600-1. CSG members who have no prior federal militia experience must be a member of the CSG in good standing for a minimum of two years for eligibility for SAD vacancies.   
• Must have understanding of master planning and budgeting for long range and short range maintenance, repair and sustainment construction of real property facilities, construction documents and preparation of contract packages.  
• Must be able to lead personnel, positively influence people and be skilled at time and project management.  
• Technical knowledge of engineering methods used in the practical application of facilities construction projects.  
• Requires extensive knowledge of engineering designs, plans, estimates and specifications of projects, and building trades and grounds operations (maintenance and repair).  
• Must possess knowledge of the supervisors/mangers role associated with, but not limited to, the implementation/adherence of OSHA compliance requirements, Equal Employment Opportunity practices, and health and safety standard. 
• Must be eligible for EPC/GOEPC Consideration per regulations and board charter. 
• Applicants must maintain good standing with militia component. 
• Completion of militia and civilian education requirements commensurate with the grade of the applicant are required.  
• Militia assignments appropriate to the grade of the applicant are required. 
• Applicants must meet, and maintain, militia component medical and physical fitness standards. 
• Appropriate militia uniform with federal or state recognized rank will be worn in accordance with militia regulation. 
• Must be able to pass State and Federal background checks (Live Scan), and California Military Department status verification. Continuation of employment is contingent upon maintaining favorable background checks.

Primary Duties and Responsibilities 
The Director of Public Works (DPW) works under the general direction of the Installation Commander, who establishes overall mission priorities, objectives, and policy guidance. The incumbent independently plans, organizes, staffs, directs, and controls the activities of the Public Works Directorate; advises the Installation Commander on facilities, engineering, environmental, and infrastructure matters; establishes program priorities; allocates resources; and ensures compliance with applicable federal, state, military, and departmental regulations. Work is performed with considerable independence, and performance is evaluated based on mission accomplishment, program effectiveness, regulatory compliance, and achievement of established objectives. 
• Responsible for the development, review, and execution of design, construction, and maintenance/repair projects & programs. 
• With CFMO, state/federal contracting & environmental offices, the DPW has the responsibility to ensure successful completion of engineering SOWs, IGE's, drawings, 420R's, plans & estimates associated with the execution SRM projects. 
• The DPW directs and controls the activities of public works employees w/specific oversight of Engineering, Plans & Services, Operations and Maintenance, and Supply & Services. 
• Six pay statuses require a knowledge base of various human resource requirements & applicable rules & regulations. 
• The DPW must ensure the installation utilities adheres to all mandatory compliance both federal and state regulations.  
• Responsible for identifying & determining funding requirements for facility construction & justification of budget requests.  
• Develops annual budget and spending plan.  
• Coordinates with military units for Troop construction programs and tenant self-help activities. 
• Develops Cyclic Maintenance Programs for the maintenance, repair, minor construction, and improvements for all Real Property assets.  
• Develops real property development plans; serves as action officer for all stationing actions working in coordination with G3 FIRO. Develops and Chairs RPPB and advises on Master Plan updates.    
• Maintains all DPW vehicles and equipment. 
• Other Duties as assigned.

Describe your experience leading public works operations, including supervising staff in Engineering, Plans & Services, Operations & Maintenance, and Supply & Services. Include your experience managing personnel across multiple pay statuses and ensuring compliance with HR policies, OSHA requirements, EEO practices, and safety standards. 
• Engineering & Construction Management: 
Explain your experience developing or managing design, construction, maintenance, or repair projects. Include your experience preparing Statements of Work (SOWs), Independent Government Estimates (IGEs), drawings, and plans in support of SRM project execution. Demonstrate your knowledge of engineering methods, construction practices, and compliance with federal and state regulations governing installation utilities and facilities. 
• Planning, Budgeting & Regulatory Compliance: 
Describe your experience developing budgets, assessing funding needs, and preparing project justification for facility construction and maintenance. Highlight your experience with cyclic maintenance programs, real property development, troop construction coordination, and ensuring regulatory compliance across installation operations.
