Vacancy Announcement Details 
The California Military Department is accepting applications for the State Active-Duty position indicated above. An appointment to this position provides full benefit status for the appointee and their beneficiaries. The incumbent will be appointed on annually renewable State Active-Duty orders through year six, at which time the incumbent may be eligible for career status IAW CMD Reg 600-1, dated 15 November 2024. Continuation and subsequent extensions of service will be determined by the individual’s performance of duty and continuation of funding. The Service Member selected for this position will be paid at their Federal or California State Guard (CSG) pay grade, not to exceed E-5. This announcement has minimum requirements. Eligibility Requirements  
• Active members of the California Military Department (Army, Air, CSG) in the grades E-4 through E-6 may apply. Applicants must have a militia affiliation per Para 5-2 of CMD Reg. 600-1. CSG members who have no prior federal militia experience must be a member of the CSG in good standing for a minimum of two years for eligibility for SAD vacancies.   
• Must be trained in ARRO functionality with the ability to demonstrate operational experience and highly proficiency. 
• Must be available on a 24/7 and on call basis as emergency incidents dictate to address service member questions, issues, and concerns regarding pay, tax withholdings, benefits during around the clock operations, ARRO to include PERSTAT,LOGSTAT, and AVN Modules. 
• Possess professional written and oral presentation skills and able to compose correspondence. 
• Possess a working knowledge of the military functions, responsibilities, processes and chain of command/approval chain, equipment, and procedures as well as the organizational structure of the Military Department. 
• Ability to interpret and implement current state, military, and federal pay rules, regulations and laws. 
• Familiarity with Microsoft Windows operating systems and suite of Microsoft Office products to include Oullook, Excel, Access, and PowerPoint. 
• Ability to cope with.and adapt to changes inherent to an emergency management environment. 
• Must be knowledgeable in California payrolls through state comptrollers office with knowledge of state and federal taxes. 
• Experience building and developing training programs for software applications. 
• Understanding of emergency management prooesses and prior emergency state active duty experience. 
• Familiarity with Emergency Management Incident Command System {ICS) to include completion of ICS 100, 200, 700, 800. 
• Applicants must maintain good standing with militia component. 
• Completion of militia and civilian education requirements commensurate with the grade of the applicant are required.  
• Militia assignments appropriate to the grade of the applicant are required. 
• Applicants must meet, and maintain, militia component medical and physical fitness standards. 
• Appropriate militia uniform with federal or state recognized rank will be worn in accordance with militia regulation. 
• Must be able to pass State and Federal background checks (Live Scan), and California Military Department status verification. Continuation of employment is contingent upon maintaining favorable background checks. 
• Must possess a valid state driver’s license.  

Primary Duties and Responsibilities 
Operates under the Emergency Finance Admin NCO to provide training and administration for the Activate, Respond, Recover, Operate (ARRO) system. Responsible for creating and training Standard Operating Procedures (SOP) and coordinating with Emergency Finance Section (EFS) to refine internal training/SOPs. Provides training to Emergency State Active Duty (ESAD) surge staff on emergency response operations and organizes teams to support sub-unit ESAD administrative functions. Serves as a liaison to Army, Air, and CSG components, state deployed task forces, external directorates, and California state agencies involved in joint response operations, and other states participating in EMAC or MOU support. Supports Emergency Finance 
Section functions during state emergency response operations in accordance with CMD Regulation 600-1. 
• Develops and instructs ARRO training material for all modules to include; SOPs for Emergency and Special Pay (ESP) procedures. 
• Develops and maintains multi-year training plan for Emergency Finance Branch, Integrated into Service Component Yearly training Calendars. 
• Identifies capability requirements across applicable CMD departments and coordinates with A3/G3 to track trained personnel and identify training shortages. 
• Develops and maintain testing criteria, to certify ARRO operators and certifying officials capable of operating with minimal supervision upon completion of the course/program of instruction. 
• Receives, validates, and processes all Emergency and Special pay programs Personnel Accountability Reports (PARs) and ESAD payroll requests; to generate pay warrant schedules for distribution in accordance with standard operating procedures (SOPs). 
• Coordinates with Unit Readiness NCOs and Commanders for special pay programs and emergency operations to ensure proper review and certification of CMD payrolls. 
• Provides oversight for OPORDS, FRAGOS, MRTS PERSTAT, PAR, and Reimbursement processing during State emergencies. 
• Conducts Just in Time (JIT) training for emergency employees and Emergency State Deployment briefs. 
• Assists in Coordinating with other directorates and subordinate units to ensure maximum training participation. 
• Works as one of the department's subject matter experts for emergency personnel in-processing operations during state declared emergencies.  
• Assists in the after-action process after all Emergency State Active Duty and Special program training and in processing events to ensure program compliance and continued improvement. 
• Manages ARRO training SharePoint site and all access requests and permissions to ARRO.  
• On call 24/7. 
• Other Duties as assigned.
