The California Specialized Training Institute (CSTI) delivers specialized training throughout California as well as at its main campus in San Luis Obispo year-round. Currently, CSTI offers over 100 course titles in the disciplines of emergency management, criminal justice/officer safety, terrorism, hazardous materials, disaster mitigation, preparedness and recovery, and crisis communications.
The Emergency Management Coordinator Instructor II (EMCI II) leads the development, delivery, and evaluation of all-hazards emergency management training. The EMCI II researches, develops, designs, updates, and delivers training that meets national standards and the requirements of the U.S. Department of Homeland Security’s National Training and Education Division (NTED). The EMCI II may manage complete courses and training programs or significant portions of complex courses in coordination with other instructors.
The EMCI II coordinates requests for federally recognized All-Hazards Position Specific Training and other courses that require approval and registration through the Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI). The position monitors instructor certifications and ensures required credentials remain current. The EMCI II also works closely with state and federal training partners and may review or audit courses delivered by State Training Partners, members of the National Domestic Preparedness Consortium (NDPC), and other training providers.
The EMCI II may serve as the State Training Liaison for state and federal training programs and participate in the California Incident Command Certification System (CICCS) Working Group. The position may also manage the Incident Command System for State Fire Training Instructors program and/or the Incident Management Teams program. In addition to developing, delivering, and coordinating training, the EMCI II travels throughout California to attend and conduct training, meetings, audits, and other program activities. Occasional travel on weekends and holidays may be required. The position requires the ability to operate state and rental vehicles and comply with the California Department of Motor Vehicles (DMV) Pull Program.

Working Conditions
Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
