The Electric Safety Policy Division (ESPD) is seeking a Program and Project Supervisor to develop cutting edge policy and oversee implementation of electrical corporations' efforts to reduce utility-ignited wildfires.
 
Under general direction of the Program Manager of the ESPD of the Office of Energy Infrastructure Safety, the Program and Project Supervisor, will lead, supervise and direct the work of staff within the Engineering Branch.
 
The ESPD is responsible for driving electrical corporations to be smarter and more efficient in how they target wildfire mitigations and to push them to operate more safely. To do this, the division assesses electrical corporations' Wildfire Mitigation Plans and conducts other wildfire safety related policy work.

Travel may be required, including overnight stays. The incumbent may also be required to work nonstandard hours, including evenings and weekends, and travel within and outside the State of California by automobile and/or aircraft to attend, but not be limited to, trainings, career/job fairs, conferences, meetings, and other activities necessary to perform job duties. Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

Travel it will be performed up to 25% of the time.

Working Conditions

 

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

This position may be eligible for a hybrid telework schedule for applicants residing in California, in accordance with Government Code Section 14200 and the Department’s current telework policy. A hybrid schedule typically includes working remotely and physically reporting to the office a minimum of 4 days per week; however, the specific number of in-office days and the overall telework schedule are subject to change at the sole discretion of the Department based on operational needs, policy changes, or direction from State leadership. Employees may be required to report to their designated work location with minimal notice. Telework does not alter the terms and conditions of employment, essential job functions, or compliance with departmental policies.

Definition

Under general direction, to plan the work and supervise the staff of a section of the Public Staff or Evaluation and Compliance Divisions of the Public Utilities Commission engaged in the regulation of gas, electric, telephone, water or steam heat utilities; and to do other related work.

Typical Tasks

Plans and organizes the work and directs the staff of a section of the Public Staff or Evaluation and Compliance Divisions concerned with service, safety, certification, operations, earnings, valuation and rates of one or more types of public utilities; confers with the Director or Assistant Director and other staff members on Division policies and objectives and coordinates the work of the section with other sections of the Division; performs very difficult technical work relating to public utilities, including the administration of rate tariffs, the preparation of service and construction standards, test procedures, valuations, and rate bases, the making of rate and earnings investigations, analyses and estimates of future requirements, studies of the application of rules, regulations, and studies of the elements of the cost of service; trains staff and evaluates their performance and takes or recommends appropriate actions; represents the Commission, the Director, or Assistant Director in conferences; participates in investigations and hearings and testifies as an expert witness in proceedings before the Commission and courts; and prepares correspondence and reports.

Minimum Qualifications

Either I

 

One year of experience at the level of Senior Utilities Engineer in the California state service. or

 

One year of experience in California state service performing economic, engineering, financial or statistical analysis related to the regulation of a gas, electric, communications or water utility in a class at the level of Public Utilities Regulatory Program Specialist II.

Or II

 

Experience: Broad, extensive (more than five years) and progressively responsible technical experience with a gas, electric, communications, or water utility, or with an allied industry involving familiarity with the operation of one of these utilities or with a utility regulatory agency. At least two years of this experience shall have been in a responsible administrative capacity. (Experience in the California state service applied toward this requirement must include at least one year in a class at least equivalent to Senior Utilities Engineer or Public Utilities Regulatory Specialist II.) and

 

Education: Equivalent to graduation from college with major work in engineering, economics, public policy, accounting, statistics or other related fields. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Knowledge of: California Public Utilities Code pertaining to utilities other than transportation utilities and basic court decisions affecting public utility regulations; valuation of properties of utilities, including inventory, depreciation, unit cost, taxes, and rate base; rate-fixing procedures, including the development of revenues, expenses, taxes, depreciation, rate bases, and rate of return; physical properties of utilities and of standards of safety and service; utility financial structure, terminology, and prescribed accounting classifications for utilities; principles and methods of personnel management and supervision including understanding of and effectiveness in carrying out State and departmental equal employment opportunity and affirmative action policies; procedures of conducting hearings before the California Public Utilities Commission and other regulatory agencies; conservation, rate design and alternative cost assessments.

 

Ability to: Plan, direct, and coordinate the work of a staff of assistants; conduct conferences; do research work, analyze data and write reports and orders; plan and supervise the preparation of exhibits; analyze situations accurately and take effective action; effectively contribute to the Commission's affirmative action objectives.

DESCRIPTION OF SERIES

This series specification describes program supervision and management classifications used throughout state service in the administration of state programs, including a wide variety of departmental program areas, administrative functions, budgeting, planning, training, management, regulatory and legislative functions, human resources, and policy analysis and formulation. Incumbents in this series are typically subject matter generalists who have demonstrated possession of strong analytical skills, supervisory and/or managerial abilities, and personal qualifications to succeed in a broad range of settings. Incumbents in this series are responsible for the effective resolution and oversight of a broad range of governmental, supervisory, and/or managerial issues. Incumbents conduct and/or review analytical work; formulate procedures, policies, and program alternatives; make recommendations on a broad spectrum of administrative and program-related problems; review and analyze proposed legislation and advise management on its impact or potential impact; represent the state or a given department as assigned; and perform other related work.

Supervisor I

Under general direction, the Supervisor I is typically the first level working supervisor over a team performing entry through journey level work. Incumbents supervise, evaluate, train, and develop staff conducting an array of analytical or technical program assignments; personally perform the most difficult and sensitive assignments; effectively resolve a broad range of governmental, supervisory, and managerial problems; and perform other related work.

Supervisor II

Manager I

Incumbents are members of the management team with direct influence over programs with state-wide or multi- departmental impacts.

Manager II

Under administrative direction, the Manager II is the full management level with responsibility for a major function or functions. Incumbents possess skills and knowledge at the highest level with responsibility for work of the most critical or sensitive nature as it relates to a department's primary mission.

 

MINIMUM QUALIFICATIONS

All Levels

Candidates who are within six months of satisfying the minimum qualifications will be admitted to the examination, but they must fully meet the requirement(s) before being eligible for appointment.

Supervisor I

Four years of work experience performing analytical, technical, clerical, or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis; and

An additional two years of professional analytical and/or technical experience, one year of which must be equivalent to an Analyst II or higher.

Supervisor II

Four years of work experience performing analytical, technical, clerical, or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis; and

An additional three years of professional analytical and/or technical experience, two years of which must be equivalent to an Analyst II or higher.

Manager I

Four years of work experience performing analytical, technical, clerical, or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis; and

An additional three years of professional analytical and/or technical experience, one year of which must be equivalent to a Supervisor I or higher.

Manager II
