Vacancy Announcement Details
The California Military Department is accepting applications for the State Active-Duty position indicated above. An appointment to this position provides full benefit status for the appointee and their beneficiaries. The incumbent will be appointed on annually renewable State Active-Duty orders through year six, at which time the incumbent may be eligible for career status IAW CMD Reg 600-1, dated 15 November 2024. Continuation and
subsequent extensions of service will be determined by the individual’s performance of duty and continuation of funding. The Service Member selected for this position will be paid at their federal or California State Guard
pay grade, not to exceed E-7. This announcement has minimum requirements. Failure to meet these requirements will cause your application to be rejected from consideration. Eligibility Requirements
• Active members of the California Military Department (Army, Air, CSG) in the grades E-6 through E-8 may apply. Applicants must have a militia affiliation per Para 5-2 of CMD Reg. 600-1. CSG members who have no prior federal militia experience must be a member of the CSG in good standing for a minimum of two years for eligibility for SAD vacancies.
• Applicants must possess thorough and current knowledge of guidelines in engineering practices and Air Force Civil Engineering directives. Recommended to have a 5,7 or 9 level AFSC in a Civil Engineering career field (3EX5X, 3EX7X, 3EX9X or 3E000), or equivalent in education and/or experience.
• Knowledgeable in mathematical algebra, geometry and trigonometry; engineering tables and calculators; surveying and drafting; geospatial positioning systems (GPS); engineering and contracting regulations; and plans and specifications.
• Familiarity with engineering principles and practices, particularly in a military or governmental context, is desirable.
• Strong analytical and problem-solving abilities.
• Strong leadership and team management skills.
• Proficiency in engineering software and project management tools.
• Knowledge of relevant construction codes, safety regulations, and environmental standards.
• Excellent verbal and written communication skills.
• Ability to work collaboratively in a team environment and manage multiple tasks effectively.
• Applicants must submit a letter of recommendation from their Unit Commander and/or First Sergeant with their application.
• Must be eligible for EPC/GOEPC Consideration per regulations and board charter.
• Applicants must maintain good standing with militia component.
• Completion of militia and civilian education requirements commensurate with the grade of the applicant are required.
• Militia assignments appropriate to the grade of the applicant are required.
• Applicants must meet, and maintain, militia component medical and physical fitness standards.
• Appropriate militia uniform with federal or state recognized rank will be worn in accordance with militia regulation.
• Must be able to pass State and Federal background checks (Live Scan), and California Military Department status verification. Continuation of employment is contingent upon maintaining favorable background checks.
• Must possess a valid state driver’s license.
Primary Duties and Responsibilities
The Engineering Assistant Supervisor works under the general supervision of the Civil Engineer Commander, Base Civil Engineer and Facility Manager to perform the following duties at the 129th Rescue Wing, Moffett
Air National Guard Base, California.
• Plans and prepares cost estimates, performance work statements, and specifications for existing and proposed facilities.
• Acts as liaison between design, review, construction and using agencies.
• Conduct site visits and inspections to gather data for project assessments and support decision-making.
• Maintains Civil Engineering construction project records IAW Air Force records management directives, policies and procedures. This may include the inclusion of contractor produced as-built data into overall building/facility datasets.
• Supervises engineering technicians in maintaining all base mapping products.
• Assist in conducting quality control checks and risk assessments to maintain project integrity.
• Participate in staff meetings, construction conferences, workshops, and technical presentations locally and outside of the local area.
• Directly manages all State Active Duty (SAD) members within CEF, and is the Subject Matter Expert of the SAD program for the entire 129 RQW.
• Indirectly manages and supervises all CEF members with rank or pay grade of E-7 and below.
