Temporary, Limited-Term appointments are exempt from the City’s Personnel Rules, are at-will, and serve at the pleasure of the appointing authority. The eligible list established may be used to fill other temporary, limited-term, part-time, full-time, or permanent vacancies that may occur.

THE POSITION: Under general supervision, the Public Works Inspector performs a variety of technical field and office engineering tasks related to the inspection of construction activities within the City’s right-of-way, including projects requiring City encroachment or grading permits. This position ensures compliance with approved plans, specifications, and City standards, maintains detailed records, prepares reports on inspected projects, and provides information and assistance to contractors, developers, engineers, and the general public, by phone or in the field.
ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
• Performs construction inspection of public works projects performed within the City’s right-of-way and/or for which an City encroachment or grading permit was issued; inspects new subdivision public improvements including grading, sewer, and storm drain facilities, sidewalk, curb, gutter, and streets; parks, bike paths, and other open space projects; inspects work quality and materials used during various stages of construction; ensures compliance with approved plans and specifications, standards, and applicable codes, ordinances, and regulations; makes recommendations regarding contract compliance.
• Collects and prepares various samples of construction materials for testing, examination, or analysis.
• Checks grades, maintains field notes, and performs mathematical calculations as necessary; makes field sketches and drawings.
• Compiles data on construction progress and inspection results; maintains a variety of records and files; prepares various reports on daily operations and activities.
• Determines coordinates, investigates, and enforces encroachment permit conditions; performs inspections to ensure against encroachment without permit.
• Answers questions, provides information to, and confers with property owners regarding project schedule, hazards, and inconvenience; schedules service interruptions with the least interference and least inconvenience to property owners; coordinates work with other City departments and utilities to resolve interferences and conflicts.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
• Equivalent to the completion of the twelfth grade supplemental by specialized training in public works inspections, civil engineering, or a related field.
Experience:
• Two years of construction inspection or para-professional public works engineering experience.
License or Certificate:
• Possession of a Class C California driver license.

Retirement - Public Employees Retirement System (CalPERS) of 2% @ 55 for Classic Employees, or 2% @ 62 for new employees subject to the California Public Employees’ Pension Reform Act (PEPRA) of 2013. City does not participate in Social Security, but does withhold for Medicare, in accordance with federal law.
Longevity: 2% at 5 years, 2% at 10 years, 2% at 15 years (total of 6%).
Life Insurance - Fully City-paid life insurance of $200,000 for employee only.
Deferred Compensation Plan - City contributes match up to $100 per pay period up to $2600 per fiscal year into Deferred Compensation Plan.
Tuition Reimbursement - Up to $1000 per fiscal year.
Paid Leave - 96 hours of sick leave,14 paid holidays per year plus a birthday holiday to be taken within 30 days of birthday, and 80 hours paid vacation per year for the first five years of service, increasing over time.
