In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period’s selection process.

Multiple-Choice Test - 100%
The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Mathematics; Judgment and Decision Making; Customer Service; Teamwork; Follow Written Directions; Safety Focus, including knowledge of: safety requirements for performing concrete work in public locations; basic first aid procedures; Job Knowledge, including knowledge of: terminology commonly used in concrete work; the methods of cement placement, and characteristics of basic concrete mixes and aggregates; the types and uses of additives, and proper mixtures and their applied uses; the types of tools and materials used for stripping forms; the common practices used for form construction; commonly used tools for the removal of concrete and simple excavation; soil-moisture requirements when laying concrete; the methods of imparting particular finishes to concrete; cleaning requirements applied for finishing tools; the fuel types used for mixer trucks and other job related tools; the characteristics of prepared materials for concrete repair work; the methods for preparing and using mortar and grout; and other necessary skills, knowledge, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.

This examination is based on a validation study, and as provided by Civil Service Commission Rule 4.20, the multiple-choice test will not be subject to candidate inspection.

Incumbents of some positions in this class may be required to pass an annual or periodic work fitness evaluation to determine their eligibility for continued employment in this class.
In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
Seniority credit at the rate of 0.25 of a point for each year of continuous classified City service will be added to the weighted test score of each promotional candidate.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such competitive candidates ahead of the promotional candidates.
A final average score of 70% or higher is required to be placed on the eligible list
Your name may be removed from the open competitive list after 6 months.
Your rank on the employment list may change as candidates from other administrations of the examination are merged onto one list.
You may take the Cement Finisher Worker multiple-choice test only once every 24 months under this bulletin. If you have taken the Cement Finisher Worker multiple-choice test during an open filing period in the Personnel Department within the last 24 months under this bulletin, you may not file for this examination at this time.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list

If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment. The history of Los Angeles began in 1781 when 44 settlers from central New Spain (modern Mexico) established a permanent settlement in what is now Downtown Los Angeles, as instructed by Spanish Governor of Las Californias, Felipe de Neve, and authorized by Viceroy Antonio María de Bucareli. After sovereignty changed from Mexico to the United States in 1849, great changes came from the completion of the Santa Fe railroad line from Chicago to Los Angeles in 1885. "Overlanders" flooded in, mostly white Protestants from the Lower Midwest and South.
Los Angeles had a strong economic base in farming, oil, tourism, real estate and movies. It grew rapidly with many suburban areas inside and outside the city limits. Its motion picture industry made the city world-famous, and World War II brought new industry, especially high-tech aircraft construction. Politically the city was moderately conservative, with a weak labor union sector.
Since the 1960s, growth has slowed—and traffic delays have become infamous. Los Angeles was a pioneer in freeway development as the public transit system deteriorated. New arrivals, especially from Mexico and Asia, have transformed the demographic base since the 1960s. Old industries have declined, including farming, oil, military and aircraft, but tourism, entertainment and high-tech remain strong. Over time, droughts and wildfires have increased in frequency and become less seasonal and more year-round, further straining the city's water security.
L.A.’s economy is larger than that of Switzerland. The municipal budget was almost halved for 2021, but in 2020, the City of Los Angeles was the fifth-largest public employer locally, paying out $7.4 billion in salaries to 34,172 full-time employees.
