The Position The City of Carlsbad is currently seeking a diligent, committed, and skilled Engineering Technician for our Public Works Department team of professionals. The current vacancy is in the Transportation and Capital Improvement Program Division of the Public Works Department. The Department: The Public Works Department is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The department includes a variety of Divisions including Administration, Environmental Management, General Services, Utilities and Transportation. More than 173 full time staff support the Department which has an annual budget of $90 million, along with a total Capital Improvement Program appropriation of $260 million. The Division: The Transportation and Capital Improvement Program Engineering Division designs transportation and drainage systems, Capital Improvement Program (CIP) projects, prepares master plans, conducts special studies and investigations, and provides as-needed engineering services to the transportation and drainage maintenance and operations divisions. For each project a variety of services are provided including managing consultants that provide planning, engineering and environmental investigations resulting in the preparation of construction contract documents, construction engineering assistance, and general project management. THE POSITION: The Transportation and Capital Improvement Program Division of the Public Works Department has an exciting opportunity for an Engineering Technician. As an engineering technician, the successful candidate will work on updating, validating and maintaining various public and private assets and infrastructure data in the city's Geographic Information System (GIS) database and ensuring the accuracy of this data. Engineering technician will also assist engineering staff in the preparation of civil and public improvement plans and various technical maps and exhibits using computer-aided design (AutoCAD). The projects are a variety of civil, construction and maintenance projects, including public infrastructure, transportation, drainage, storm water quality and other public works projects. IDEAL CANDIDATE: The ideal candidate for this position must be AutoCAD and GIS-proficient (ArcGIS), and preferably has a background in transportation engineering and storm drainage systems. Oral Board interviews have been pushed off to early January. Key Responsibilities Job duties will include, but not be limited to: Under direction, prepare, or assist in the preparation of maps, exhibits, specifications, plans, estimates and reports pertaining to the design, construction, maintenance and operation of a variety of engineering or utility projects. Update and maintain GIS database of city assets and private assets contributing to the city transportation and drainage systems. Use GIS technology to create, edit and print custom maps, plans and spreadsheets, update asset reports for transportation and drainage systems, communicate with other divisions and exchange information on assets collected. Reviews and interprets data sources and uses GIS technology to enter, edit and update GIS spatial data, including points, lines and polygons, and attribute data into databases or layers, following standard procedures. Utilize AutoCAD to prepare drawings, plans and technical specifications for city Capital Improvement Projects and/or maintenance, repair and operations projects related to the city infrastructure. Collect, compile and analyze field and inspection data, prepare related summaries and reports based on results, communicate relevant findings to engineers, and develop and maintain files on previous and existing projects. Respond to requests and concerns in a prompt and professional manner. Support and communicate well with engineers, project managers and other staff throughout all stages of the design and construction process Qualifications Requires a basic understanding of: Knowledge/experience with ESRI ArcGIS for Desktop. Knowledge of AutoCAD and drafting principles Ability to read and interpret maps, grading plans, improvement plans and other related technical documents. Knowledge of federal, state, regional and local laws, codes and regulations affecting the areas of assigned responsibility. Knowledge of basic methods and techniques of research, statistical analysis and report presentation. Ability to organize, analyze, correlate and summarize data. Ability to create specialized cartographic products from GIS databases for internal customers. Basic knowledge and use of computer software including: Word, Excel, Access, work management, and document management. Ability to extract/convert data from CAD files and drawings and use it to update GIS using ArcGIS. Knowledge Skills and Abilities are attached in the Engineering Technician Skills Matrix. Experience & Education Knowledge and Abilities: Must know how to use Esri ArcGIS software to enter, edit and output geographic information, and be familiar with the Windows operating system and file systems. Knowledge and experience of AutoCAD and drafting principles Be proficient in the use of standard hardware such as Windows workstations, scanners, digitizers, large format inkjet plotters, and office printers. Know the methods and techniques of designing and creating basic cartographic products. Be familiar with the geographic concepts of location, scale, resolution and generalization. Must be able to apply knowledge of principles and practices of effective customer service. Basic project management principles to facilitate own work in small group processes. Engineering Technician I: Identifies and reports problems, issues and trends. Recognizes when immediate action is needed. Exercises judgment within closely defined procedures and practices to determine appropriate action. Errors typically do not have a major effect on the organization.
