THIS IS A T32 EXCEPTED, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered The primary purpose of the EXPLOSIVES SAFETY SPECIALIST, GS-0017-9, is to function as the Weapon Safety Specialist to manage the installation weapons safety programs (explosives, missiles, chemical directed energy nuclear) for the installation involving diverse environmental, ground, aviation and weapons safety activities and provide advisory aircraft weapons safety services to a tenant organizations and geographically separated units. The incumbent advises state and federal command, staff, and operating officials of weapons safety requirements, standards, procedures and assesses risks.
Qualifications
General Experience: Possess an understanding of the basic principles and concepts of explosives safety laws, policies, regulations, rules, procedures, and methods. EXPLOSIVES SAFETY SPECIALIST, GS-0017-9: Must have a minimum of one year on-the-job experience in the GS-07 grade level; experiences in munitions, explosives, and energetic materials, and related disciplines, the effects of munitions, the means of preventing or reducing explosive mishaps, and the relationship between quantity-distance siting criteria and personnel safety; and explosives hazard classification, munitions storage, explosive ordnance inventory and disposition. Performed periodic onsite surveys, to determine compliance with applicable occupational safety standards. Develops and implements munitions materiel management concepts and procedures. Complies with explosive, missile, and ground safety, security, and environmental directives and practices. Prepared or revised safety instructions and guides. Advised personnel of appropriate measures to control or eliminate hazardous operating processes which may cause mishaps. EXPLOSIVES SAFETY SPECIALIST, GS-0017-9: Must have a minimum of one year on-the-job experience in the GS-07 grade level; experiences in munitions, explosives, and energetic materials, and related disciplines, the effects of munitions, the means of preventing or reducing explosive mishaps, and the relationship between quantity-distance siting criteria and personnel safety; and explosives hazard classification, munitions storage, explosive ordnance inventory and disposition. Performed periodic onsite surveys, to determine compliance with applicable occupational safety standards. Develops and implements munitions materiel management concepts and procedures. Complies with explosive, missile, and ground safety, security, and environmental directives and practices. Prepared or revised safety instructions and guides. Advised personnel of appropriate measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.
