Job Description

THE POSITION Under supervision, a Housing Rehabilitation Specialist inspects and evaluates housing structures in accordance with the City's housing rehabilitation programs and building codes, as well as advises and provides administrative and technical assistance to property owners, and prepares cost estimates and specifications for rehabilitation work. Housing Rehabilitation Specialists perform office and field work related to all phases of a housing rehabilitation project/program, from the beginning evaluation through construction. Incumbents are responsible for determining suitability of housing structures for rehabilitation, preparing cost estimates, specifications and coordinate the bidding process with contractors. This position is ideal for people who enjoy working in a team; utilizing individual experience and expertise to strive for a common goal. The environment is fast paced and customer service oriented. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months. THE REQUIREMENTS Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list: High school diploma or GED or equivalent; and three (3) years full-time experience as a licensed building contractor; or three (3) years' experience in the construction trades as a carpenter, electrician or plumber. ADDITIONAL REQUIREMENTS Possession and continued maintenance of a valid California Driver's License is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. Completion of a California Department of Public Health (CDPH) Inspector/Assessor (I/A) certificate and U.S. EPA Lead Renovation, Repair and Painting (EPA RRP) within 6 months of appointment. Eligible candidates certified for consideration for this position and subsequently selected following a Department interview will be required to successfully complete a Department of Justice fingerprint process prior to employment with the City of Fresno. THE SELECTION PROCESS The examination process may consist of the following: Written Examination - 100%: The written examination is designed to assess a ability to prepare/develop specifications, ability to read and interpret blueprints, ability to interpret regulations, and knowledge of construction techniques, safe work practices and procedures, critical thinking, written communication skills, reading comprehension, following directions and ability to apply public contact and judgment/interpersonal relations skills. Candidates must achieve a passing score on the Written Examination to qualify for the eligible list. The written exam is tentatively scheduled for the week of April 22, 2019. VETERAN PREFERENCE Qualified veterans who pass the examination may obtain five (5) additional points. Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
