THE POSITION Procurement Supervisors perform a variety of advanced and complex procurement and bid process duties, which require extensive technical knowledge, initiative, discretion and judgment. Incumbents plan, coordinate, train and evaluate the work of assigned staff; participates in the processing of purchase orders, requisitions, bids and contracts; solicits quotations, places orders and maintains records; prepares complex bid specifications and makes bid recommendations; works with the City Attorney's Office to ensure policies are legally executed; maintains responsible business relations with vendors; keeps informed of new products and services; evaluates vendor performance; and participates in the development and administration of the Purchasing Unit's budget, including development of Purchasing interdepartmental charge rates. One vacancy exists in the Finance Department. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Oral Examination - 100%: A panel of subject matter experts will evaluate a candidate's knowledge of principles, practices and legal requirements of procurement, competitive bidding procedures, insurance and bonding requirements, current market conditions and marketing practices; ability to supervise, train and evaluate professional and technical personnel, analyze complex problem, exercise sound independent judgement within general policy guidelines and establish and maintain effective working relationships or other topics related to a candidate's training, experience and qualifications for the position of Procurement Supervisor. Candidates must achieve a passing score to qualify for the eligible list. The Oral Examination is to be determined.
