The Revenue Manager is responsible for providing revenue administration, reporting and management functions for MTS Rail. The Revenue Manager oversees Ticket Vending Machine (TVM) revenue collection, special event manual ticket sales operations, processing and timely deposit of all MTS Rail cash receipts, maintenance and accuracy of fare collection equipment, analysis of ticket and pass sales data, auditing, reporting functions and armored transport and banking functions performed in accordance with MTS policies. Essential duties include, but are not limited to, the following:


Essential Functions

  • Oversees revenue collection processes, implement effective internal controls and systems for monitoring, collecting, accounting for and reporting revenue and the reconciliation of Ticket Vending Machine (TVM) revenues.
  • Coordinates implementation of new software or software changes with Fare Collection System Integrator. Will include conversion from the existing system to a new system, which is currently in procurement.
  • Produces all appropriate revenue reports on a daily, weekly, monthly and annual basis.
  • Implements and performs strict oversight on all departmental internal controls to monitor adherence to MTS approved policies and procedures, as well as compliance with federal and state regulatory requirements.
  • Provides support and training for applicable MTS Rail employees with respect to revenue collection, revenue processing, fare equipment maintenance and management processes.
  • Serves as the primary contact and liaison with the MTS Finance Department and MTS Rail.
  • Manages third-party armored transport service and depository procedures with the bank.
  • Recommends policies, procedures, and internal controls to ensure that revenues are handled in a safe and secure manner.
  • Researches, analyzes and monitors all phases of the fare collection process and develops findings and makes appropriate recommendations.
  • Responsible for preparing, and continuous oversight, on Revenue departmental budget.
  • Responsible for the oversight and reporting on all MTS Rail fare equipment to include: trouble-call repair, preventative maintenance, fare equipment reliability, and component/parts for internal and external repairs through the use of the MTS ERP SAP reporting system.
  • Assists MTS Rail in developing and meeting performance goals.

Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to learn and use other software that MTS might have or acquire; ability to write letters, memoranda, and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly, and effectively in person-to-person or small group situations using tact and diplomacy; ability to maintain and successfully complete assignments without detailed instructions; strong organizational skills and demonstrated ability to multi-task; skill in verifying the accuracy and completeness of forms and reports; strong working knowledge of Microsoft Word, Access and Excel required, with the ability to learn and use other computer software that MTS might have or acquire; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities; must be methodical, detail-oriented, and able to perform mathematical computations quickly and accurately; complete and thorough knowledge of the Ticket Vending Machines, including but not limited to the TVM's operating system, bill and coin handling units, ticket and receipt printer components, credit/debit component, and smart card transport component; must be available for emergency response 24 hours per day, seven days a week; knowledge of accounting procedures, receivables management, bank procedures, and other related systems for processing, handling, and controlling revenues and cash deposits; knowledge of, and the ability to gather, organize, and analyze financial and accounting information, thorough knowledge of financial trend and statistical analysis; possess strong organizational and analytical skills; knowledge of budget development and monitoring. Strong working knowledge of the enterprise resource planning system (SAP); basic knowledge of current and emerging technology in the field of Automatic Fare Collection (AFC) systems including: account-based fare systems, open and closed loop systems, open architecture and COTS components, Application Programming Interfaces (APIs), and real-time communications.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able operate a motor vehicle and to perform tasks involving manual dexterity, such as use of a computer and 10-key. Work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position. Duties will be performed primarily in an office-type environment, as well as in the outdoors. May require travel between agency locations and to external agencies.


Possess a bachelor's degree in Finance, Public Administration or related field. Five years of experience in the collection and reporting of various revenues is required, preferably in areas of accounts receivable and fare collection accounting. Must have two years of supervisory experience in revenue accounting. An equivalent combination of education and experience may be acceptable. Must possess and maintain a valid California Driver's License.


Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen, background check and consumer credit check.
