Job Description:

The Financial Analyst supports Program Management in coordinating and managing financial planning and control activities in accordance with the Companys Earned Value Management System (EVMS) and contract requirements, including analysis of weekly and monthly actual costs incurred against budgeted, variance analysis, estimates to complete, and preparation of Management Review Packages. 

The Financial Analyst I/II are focused on data analysis and input.  The Financial Analyst III (Program FA) works directly with Program Management and is focused on assisting Programs in forecasting, understanding Program Financial variances and providing solution alternatives.

ESSENTIAL JOB FUNCTIONS:

Financial Analyst ALL

The duties and responsibilities listed below apply to all levels of Financial Analyst. Each level of Financial Analyst has additional duties and responsibilities listed. 

  1. Assists in the management and reconciliation of customer contracts for billings, revenue recognition, funding, and percentage complete.
  2. Supports the accounts receivable function to insure timely collection of outstanding billings. 
  3. May assist in the support of audits of program billings.
  4. Assists in the preparation and entry of monthly cost of sales.
  5. Evaluates cost and schedule performance on assigned program/projects
  6. Supports other financial audits as required.
  7. Prepares ad hoc analyses. 

Financial Analyst II

  1. Monitors, collects and reports costs on customer contracts and internal projects.
  2. Maintains, manages and reconciles customer contracts for billings, revenue recognition, funding, and percentage complete.
  3. Prepares and enters monthly cost of sales entries.
  4. Prepares Monthly program financial analysis reports which include:  Program/project financial status; Performance to budget with variance analysis; estimate to complete; estimate at complete; and anticipated net operating incomes.
  5. May consult with Program and Cost Account Managers to develop variance reports/correction actions.
  6. Maintains and ensures the accuracy of Budget and Estimate to complete data bases.
  7. Maintains and ensures the accuracy of actual cost collected.
  8. Prepares and maintains all month end, program related general ledger account reconciliations.

Financial Analyst III (Program Financial Analyst – Direct)

  1. Establishes, monitors, and evaluates EVMS policies, methods, operating procedures and practices as well as organizational compliance and performance.
  2. Works with Program Management to develop revenue recognition methodology on contract items, forecasts, baselines, schedules, contract logs, baseline change requests, and variance analysis.
  3. Presents with analysis monthly program financial results.
  4. Participates in program reviews with internal staff and/or external customers.
  5. Coordinates and advises program management, functional managers, control account managers and executive management on EVMS principles.
  6. Works closely with IPTs and program team to provide financial support.
  7. Prepares and presents EVMS and financial reports and recommendations to management.
  8. Works with all departments to provide financial analysis and guidance on any and all new projects.
  9. Consults with Program and Cost Account Managers to develop variance analysis and corrective actions associated with earned value management reporting.
  10. Coordinates with Contracts, Program Management and finance to monitor contract value change, funding, and issues of work authorization.
  11. Improves program cost reporting (internal & external), budgeting, and cost collection processes and systems.
  12. Reconciles inconsistencies between cost reporting data and EVMS results.
  13. Provides budgetary and forecast inputs related to revenue and margin projections to corporate planning.
  14. Ensures integrity of data reported between all systems:  CINCOM, COBRA, and budget systems.
  15. Maintains Financial Policies and Procedures.
  16. Develops justification, reviews, and approves monthly revenue recognition

The education and experience listed below apply to and build upon all successive levels of Financial Analyst.

Financial Analyst I

  1. Bachelors Degree in Business, Accounting or Finance.
  2. Basic understanding of financial functions associated Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation.
  3. Strong computer skills in Excel, PowerPoint, and Word 

Financial Analyst II

  1. 3 – 5 years experience with cost reporting and data analysis.
  2. Working knowledge and experience with all financial functions including Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation. Training in and exposure to Earned Value Management (EVMS).
  3. Knowledge of all contract types:  CPFF, CPA/IF, FFP, FPI, T&M & IDIQ.
  4. Proficiency with Excel, PowerPoint, Word and MS Project.
  5. May be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship). 

 Financial Analyst III (Program Financial Analyst – Direct)

  1. 5-7 years work experience with Financial Analysis, Earned Value Management Systems experience may be required depending on position.
  2. Strong working knowledge and experience with all financial functions including Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation.
  3. Working knowledge of Earned Value Management (EVMS), including CPR (formats1-5) and CFSR reporting may be required.

 

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

Primarily office environment: desk, telephone, keyboard/mousing/writing and interface with internal personnel. Routine sitting and use of computer/telephone/copier equipment, some walking and reaching, active listening and thinking.

While performing the duties of this job the employee is regularly required to sit, hold, grasp, type, talk, and hear. The employee is occasionally required to stand, walk, stoop, kneel, or crouch. The employee may occasionally lift and/or move up to 10 pounds. 

May work extended hours or weekends, especially around Month End and Fiscal Year End closing cycle. 

Office and/or manufacturing environment.

Some local travel may be required.
