JOB DESCRIPTION
 
The Economic Development Agency (EDA) has a Development Specialist III vacancy who will be assigned to the Grant Unit within the Housing Division located in Riverside.

Main duties will be to case-manage and oversee projects and activities for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) programs. The selected candidate will also manage and conduct on-site visits for CDBG/ESG performance and compliance monitoring of assigned sub-recipients. The incumbent will be responsible for 20 to 40 projects at a time, some of which may take over a year to complete.

Competitive candidates will possess experience with grant administration and management, specifically the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) or other State and local grants. Spanish bilingual candidates are also preferred.

Please note that the incumbent will be required to travel throughout county. A county vehicle will be provided.
 
 
EXAMPLES OF ESSENTIAL DUTIES
 
Review bid documents, contractor agreements, change orders, and certified payrolls for compliance with applicable Community Development Block Grant (CDBG) and State regulations.

Maintain and audit assigned Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) sub-recipient project files, records, and reports.

Plan, organize, and prepare materials and documents for sub-recipient instructional workshops/training.

Prepare agendas, itineraries, coordinate meetings, and arrange site visit appointments with assigned sub-recipients.

Review applications and create correspondence as needed.

Provide technical assistance to CDBG/ESG sub-recipients regarding federal regulations, policies, and procedures.

Assist with the administration of the CDBG Home Enhancement Program ¿ a housing rehabilitation program.

Participate with planning, organizing, and conducting annual CDBG/ESG public hearings.

Conduct required environmental reviews pursuant to the National Environmental Policy Act and California Environmental Quality Act.

Submit required United States Department of Housing and Urban Development reporting documents required for the Five-Year Consolidated Plan, One-Year Action Plan, and Consolidated Annual Performance Evaluation Report (CAPER).

Review, evaluate, and input CDBG and ESG applications into ACCESS.

Maintain an assigned CDBG, ESG, and HEP caseload; manage and conduct on-site visits for CDBG/ESG performance and compliance monitoring of assigned sub-recipients.

Monitor the budgetary and financial management of assigned sub-recipients and projects.

Coordinate and conduct community events.

Review, audit, and process reimbursement and payment requests.
 
 
MINIMUM QUALIFICATIONS
 
OPTION I
Experience: One year as a Development Specialist II with the County of Riverside.

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA. (Additional professional, technical, or senior clerical experience in a job-related field similar to that utilized within the County of Riverside EDA may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of education.)

Experience: Two years of professional experience in a job-related field similar to that utilized within the County of Riverside EDA. (A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA may substitute for one year of the required full-time experience.)

EXAMPLES OF ECONOMIC DEVELOPMENT AGENCY FIELDS: Economic development; housing and community development; commercial development; real estate; community services (e.g., parks, community centers, or lighting, water, and utilities programs), workforce development (e.g., employment programs or job training programs); eligibility or social programs; finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fund raising; film; aviation; human resources; museums; and libraries.

Competitive candidates will possess:
1. Experience with grant administration and management, specifically the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) or other State and local grants.
2. Bilingual fluency in Spanish.

Knowledge of: General personnel practices; budgetary, statistical, and administrative analysis; laws, regulations, and policies pertaining to assigned programs; structures and functions of local, state, and federal governments, and community human services resources and organizations; principles and practices of economic, industrial, housing, and community development; principles and practices of public relations and job training; principles and practices utilized in governmental, business, and financial administration; methods and techniques used in performing land use planning; economic and industrial development resource used to assist businesses to locate or relocate in the County; composition of the business community involved with economic, industrial, and community development; purpose and structure of publicly funded training programs and private sector job placement organizations; laws and regulations governing the funding and operations of publicly funded training programs; local agency employment practices, conditions, and needs; employment problems of economically disadvantaged persons; statistical applications used in analyzing labor market, economic, and demographic data.

Ability to: Gather and analyze data, reason logically, draw valid conclusions, generate and evaluate alternatives, and recommend effective courses of action; plan and prepare materials to be used in promotional materials; provide technical assistance and consultation services to government organizations and community agencies and groups regarding grant-funded programs; plan and coordinate effective citizen participation groups; establish and maintain effective relations with clients, private and public employers, other community service agencies and civic groups, the general public, and fellow staff members; write grant proposals; communicate effectively in oral and written form to individuals and groups of various organizational and socio-economic levels; understand, interpret, and apply the provisions of various government regulations, policies, and program operator contracts; negotiate and develop contracts; monitor program operators' compliance with contracts; counsel clients and program operators.

License: Possession of a valid California Driver's License is required.
