OVERVIEW
 
The IT Business Systems Analyst III on this assignment will work with the Purchasing/Fleet Services department supporting IT systems and applications.  They will be working with the computer software "Faster" for recording and tracking fleet vehicles.  They will meet with clients to review and document requirements and work with the vendor to implement the processes. 

The most competitive candidates will have work experience utilizing "Faster" Fleet Management System. The ideal candidate should have experience meeting with clients and documenting requirements and have the ability to document work flow processes.  Working experience with installation, testing, configuration and migration processes with off-the-shelf and 3rd party application software. The department also desires candidates with experience using SQL Server Reporting Services (SSRS) and report writing skills.

ABOUT THE DEPARTMENT
 
Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services.

RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage.

RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.
 
EXAMPLES OF ESSENTIAL DUTIES
 
Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.

Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

Implement new and modified processes and systems by performing design, application development, installation and testing.

Configure and support off-the-shelf business solutions related to Purchasing/Fleet Services Departments business needs.

Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.

Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.

Coordinate and communicate with end users, management, staff, and vendors on project issues and status.

RECRUITING GUIDELINES
 
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience: Four years of successful journey level IT business systems analyst job-related experience.
One year of which included either lead person duties OR technically advanced IT job-related work, including working independently on projects from beginning to completion.
One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.

License: Possession of a valid California Driver's License is required to drive to locations throughout the County of Riverside to conduct business.

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
