Job Description

POSITION DESCRIPTION: Fresno County's Department of Public Works and Planning has an excellent career opportunity for motivated hard working individuals interested in the position of Building Inspector I. The Building Inspector classification series inspects commercial and residential buildings to assure construction, alteration, and/or repair is in conformance with applicable codes, ordinances, and regulations. Note: The eligible list established from this recruitment may be used to fill both extra-help and permanently allocated positions. Individuals selected for extra-help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules. Positions in this classification are in Medical Group III - Heavy Physical Activity (Personnel Rule 8). This group includes positions which require heavy physical effort using arms, legs, back and trunk in frequent lifting, pushing, or pulling objects weighing (or offering resistance equivalent to) over 25 pounds. Generally, considerable bending, stooping, squatting, twisting, reaching, as well as standing and walking are involved. Physical stamina is usually required and explosive strength using bursts of energy may be required, depending upon specific position assignments. Eligible candidates must be able to perform the essential functions of the position with or without reasonable accommodation. Inspects all phases of construction to assure compliance with pertinent codes, ordinances, and regulations. Assists contractors, architects, engineers, and the public with questions concerning construction code requirements and building permit processes. Investigates allegations of construction being performed without a building permit. Issues field correction notices. Maintains inspection records. Files permits. Researches code sections/issues and disseminates information to staff and the public; reviews technical reports associated with permits as required for completion of the inspection process. Prepares reports and correspondence. May assist with the daily assignment of inspection work. May issue stop work orders. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: California Building Codes (California Code of Regulations Title 24); Methods, materials, and equipment utilized in building construction; Blueprints and design specifications utilized in building construction; Principles and practices of record keeping. Skills/Abilities to: Understand, interpret and apply technical information found in the California Code of Regulations, Title 24 and related regulations; Enforce state, federal, and local laws and regulations, codes and ordinances in a uniform and systematic manner; Establish and maintain effective working relationships at all organizational levels as well as with other agencies and the public; Read and interpret building plans and specifications; Learn to detect code violations and report them; Make basic mathematical calculations; Prepare and maintain accurate records and concise correspondence and reports; Demonstrate and maintain a high degree of maturity, integrity, and good judgment. MINIMUM QUALIFICATIONS: OPTION 1: Certificate: Certificate of Completion from a building trade apprenticeship program recognized by the California Apprenticeship Council, the Federal Bureau of Apprenticeship Training, or a State Apprenticeship Council authorized by the Federal Bureau of Apprenticeship Training. Experience: Two (2) years of full-time, paid work experience in one of the following trades: electrical, plumbing, carpentry, or related structural/mechanical work such as steam fitting, heating, and/or air conditioning, or as a licensed building contractor. OPTION 2: Experience: Four (4) years of full-time, paid work experience in one of the following trades: electrical, plumbing, carpentry, or related structural/mechanical work such as steam fitting, heating, and/or air conditioning, or as a licensed building contractor. OPTION 3: Experience: Two (2) years of full-time, paid work experience in one of the following trades: electrical, plumbing, carpentry, or related structural/mechanical work such as steam fitting, heating, and/or air conditioning, or as a licensed building contractor. Certificate: Possession of a certificate as an inspector issued by the International Code Council (ICC) or other recognized authority in electrical, plumbing, carpentry, or related structural/mechanical work such as steam fitting, heating, and/or air conditioning. In addition to the options listed above, the following is also required: License: Possession of a valid Class "C" driver's license, or equivalent. Other: Incumbents must obtain and/or possess a valid certificate as an inspector issued by the International Code Council (ICC) or other recognized authority in electrical, plumbing, carpentry, or related structural/mechanical work such as steam fitting, heating, and/or air conditioning within the probationary period or be rejected on probation. Incumbents must maintain valid qualifying certificate throughout duration of employment within the Building Inspector series. Note: Under the California Health and Safety Code Section 18949.28 (b), any Fresno County employee who is currently and has continuously been employed as a construction inspector, plans examiner, or building official since January 1, 1994, shall be exempt from the certification provisions until that person obtains employment with a different employer. Written Examination Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant. Successful candidates will be placed on an employment list effective for a minimum of 3 months (and may be extended up to an additional 12 months) and certified in final rank order as vacancies occur.
