Position Description Under general supervision, the incumbent supervises skilled and unskilled workers in the construction, alteration, maintenance, program management, and repair of parks, landscaped areas and recreational facilities. Incumbent performs duties such as scheduling and assigning employees and equipment to meet varying requirements, assuring the effective use of time, material, and equipment, as well as consulting with the public regarding matters concerning the PARCS and Public Works Departments. One vacancy exists in the PARCS Department. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months. The Requirements These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify. Possession of an Associate's Degree from an accredited college or university and three (3) years of experience performing facility and building maintenance repairs and/or grounds maintenance repairs which includes one (1) year of related leadworker experience; OR, Possession of an Associate's Degree from an accredited college or university and two (2) years of experience performing facility and building maintenance repairs and/or grounds maintenance repairs which includes two (2) years of related leadworker experience. Preferred degrees include a Science, Administration, Management, or Engineering Degree with a focus on Horticulture, Landscaping, Recreation or closely related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of degree or college transcripts must be uploaded and included in your on-line application for verification of requirement. The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno. Additional Requirements Possession of a valid Class C California Driver's License is required at time of appointment and must be maintained for the entire term of employment in this class. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. Depending upon assignment, may be required to obtain and maintain additional certificates and/or license. Recruitment and experience may be limited to a specific area of expertise as required by the hiring department. Selection Process The examination process may consist of the following: WRITTEN EXAMINATION - 25%: A job-related written examination will be administered which may test a candidate's knowledge of English usage, grammar, conflict resolution, safety, interpersonal relationship, reading comprehension Microsoft Word and Excel. The Written Exam is tentatively scheduled for the week of October 28, 2019. NOTE FOR REQUIRED ACTION: Of those candidates who achieve a passing score on the written examination, only the top scoring candidates plus ties may be invited to the Oral Examination. ORAL EXAMINATION - 75%: A panel of subject matter experts will conduct an oral examination to evaluate each candidate's knowledge of principle and practices of supervision, training and work evaluation, techniques, materials, tools, and equipment used in the care and construction of parks and recreational facilities; ability to establish effective working relationships, prepare oral and written reports and other training, experience, and personal traits for the position. Candidates must achieve a passing score to qualify for the eligible list. The Oral Exam date is scheduled for week of November 18, 2019. The City of Fresno reserves the right to amend any phase of the examination process should there be a limited number of applicants or successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed test phase(s).
