The Military Department is accepting applications for the State Active Duty position indicated below. This vacancy announcement expires 29 March 2019 unless sooner rescinded. An appointment to this position provides full benefit status for the appointee and their beneficiaries. The incumbent will be appointed on annually renewable State Active Duty orders through year six, at which time the incumbent may be eligible for career status IAW CMD Reg 600-1 w/ Change #1. Continuation and subsequent extensions of service will be determined by the individual’s performance of duty and continuation of funding. The service member selected for this position will be paid at their federal or California State Military Reserve pay grade, not to exceed O-4. 2. This announcement has minimum requirements. Failure to meet these requirements will cause your application to be rejected from consideration. Applications missing signatures and required documents will not be considered. a. TITLE AND PAY GRADE: Deputy Depot Maintenance Director (SAD O-4) b. EMPLOYMENT LOCATION: 1106th TASMG, Fresno, CA c. PROJECTED EMPLOYMENT DATE: 1 May 2019 d. SELECTING SUPERVISOR: Facility Supervisor/UH-60 Projects Manager 3. The basic qualification requirements are: a. Members of the active California National Guard or active members of the California State Military Reserve (CSMR) in the grades of O-3 through O-5 may apply. Applicants must have a military affiliation per Para 3-2 of CMD Regulation 600-1. Applicants who are not current members of the California National Guard or CSMR may also apply, however, applicants must meet military affiliation requirements at the time of appointment. Qualifying service in the active militia must have been within 24 months of the closing date of this vacancy announcement. CSMR members who have no prior federal military experience must be a member of the CSMR for a minimum of two years. CSMR members must submit a copy of their CSMR orders with their application. Non-members of the California National Guard or CSMR must submit a letter of intent to meet qualifying military affiliation at the time of appointment along with their application. b. Completion of military and civilian education requirements commensurate with the grade of the applicant are required. Attach documentation of your highest level of civilian education. c. Military assignments appropriate to the grade of the applicant are required. d. Must be able to effectively communicate verbally and in writing. e. A graduate of the Army Maintenance Officer’s Course Phase I (or equivalent work experience) and have a minimum of three years’ experience as a Army Aviation Operations and Maintenance officer. Must have worked in an AVCRAD/TASMG (or Army Aviation Operations and Logistics military organization) for a minimum of three years. g. Possess a general working knowledge of annual funding programs with at least one years’ experience managing budgets. h. Two years’ experience managing aviation repair parts, DLRs, travel programs; and ten years’ experience managing, planning and directing aviation maintenance and logistics programs. i. Ability to manage and direct work through subordinate supervisors in support of directed priorities. j. Ability to coordinate meeting internal/external requirements for supported units and work directly with higher commands. k. Applicant must meet, and maintain, Federally Recognized medical fitness standards. Attach a current copy, within the past twelve months, of your military component’s verification of these requirements. Appropriate military uniform with federally recognized, or CSMR recognized, rank will be worn in accordance with military regulation. n. Must be able to pass both State and Federal background checks (Live Scan). Continuation of employment is contingent upon maintaining favorable State and Federal background checks. o. Principal Duty Functions: Assists the Commander with the development of, and recommendation of, management policy under the general supervisor of the Depot Facility with the ability to make decisions and take appropriate action by providing direction and coordination of subordinate work activities and functions to include accountability in a wide variety of federal, state and local authorities on all aspects of operations, personnel, equipment, funds, environmental and real property within the applicable regulatory limits. a. Supervises the Quality, Production Control, Maintenance, Supply and Financial Budgeting Divisions within the AVCRAD. b. Provides focus for aviation unit and aviation readiness throughout the assigned support area by determining unit goals for long and short range planning and the execution of AVCRAD/TASMG programs which coincide with national and state military strategies and local environmental limitations. c. Provides guidance, resources and other support similar to depot level requirements. d. Provides aviation logistical support to ensure supported units achieve combat/readiness goals. e. Monitors adequacy of maintenance and repair actions, procedures and components. f. Ensures AVCRAD/TASMG operations and logistic plans meet mobilization requirements and support national war plans. g. Responsible for the development and implementation of a variety of federal, state and local programs to ensure mission effectiveness. h. Communicates and coordinates items of interest and potential adverse impact at the highest levels of national, state and local political leadership. i. Coordinates policies, plans, programs and requirements with the senior leadership levels of the Army, Major Command, National Guard Bureau and The Adjutant General’s office. j. Serves on a broad range of committees and boards which formulate recommendations on policy, resource allocations, future planning and provides feedback to leaders.
