Job Description

  • THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

    The primary purpose of the TELECOMMUNICATIONS SPECIALIST, GS-0391-9/11, is to is to develop technical specifications and plan for analog and digital telecommunications programs and projects that involve the gathering of materials, coordinating schedules and the testing of equipment, services, and software for performance acceptability.

    • Manage switched telecommunications systems that provide primary voice network capabilities to the organization.
    • Applies diagnostic equipment to test, configure, evaluate, and optimize all high bandwidth circuits.
    • Develops plans and procedures to support emergency and/or contingency operations in support of state or national requirements.
    • Administers the call accounting program and monitors the telecommunications hardware performance.

    The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

     

    • Qualifications

      TELECOMMUNICATIONS SPECIALIST, GS-0391-09(Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government and have at least 6 months of working knowledge of experience with telecommunications programs related to federal civilian or military communication programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in collecting and analyzing data effectively, efficiently and accurately; Experience in presenting formal training presentations and briefing; Experience in operating electronic equipment, systems, services and transmission media.

      TELECOMMUNICATIONS SPECIALIST, GS-0391-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government and have at least 9 months of experience with the working knowledge of experience with telecommunications programs related to federal civilian or military communication programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in developing technical specifications and planning for analog and digital telecommunication programs and projects that involve grouping materials, coordinating schedules, and testing equipment, services, and software for performance acceptability; Experience in managing the frequency spectrum, radio, secure communications and communications security.

      TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.
